The original class rule change was made in the proper manner and implemented this time last year.
However, now it appears that the distribution of the new foils has lagged behind our ambitions so the decision is that the introduction of the applicable rule (CR# 7.1 (d) - Hull Appendages) will be delayed one year and come into force on January 1st 2010.
The following Class Rule changes have therefore been put to ISAF

Amend “C.7.1(d) Hull Appendages Limitations”
CURRENT WORDING
From the 1st January 2009 only the Mark 2 fin and centreboard shall be used which shall not have the “RS:X Racing” logo defaced. (Note Mark 2 fins and centreboards can be identified by the fact the RS:X Racing logo covers the entire surface).
PROPOSED WORDING
From the 1st January 2010 only the Mark 2 fin and centreboard shall be used. (Note Mark 2 fins and centreboards can be identified by the fact the RS:X Racing logo is outlined in yellow).
REASON
The rule should be amended to reflect the facts that
a) There are a limited number of Mk2 foils in the supply chain
b) Cobra has been unable to successfully incorporate a complete film into the manufacturing process.

Amend C.7.2(c)
CURRENT WORDING
Hull appendages may be lightly sanded and/or polished providing that the essential shape and characteristics of the hull appendage are not affected. On Mark 2 fins and centreboards, the manufacturers graphics printed on the inner layer of film shall not be affected.
PROPOSED WORDING
Hull appendages may be lightly sanded and/or polished providing that the essential shape and characteristics of the hull appendage are not affected.
REASON
Due to Cobra being unable to successfully incorporate a complete film into the manufacturing process, the rule is amended to reflect this.
