EVENT
1.1. The 2008 RS:X World Championships will be held from 10th to 20th January 2008 at the Takapuna Boating Club, North Shore City, Auckland, New Zealand.
ORGANISER
2.1. The Championship will be organised by Takapuna Boating Club under specified conditions laid down by the International RS:X Class Association in co-operation with ISAF.
WEATHER
3.1. The average conditions that can be expected in January are: wind speeds between 5-25 knots, water temperatures +20C and air temperatures 18-25C.
RULES
4.1. This is an ISAF sanctioned event governed by:
a. the rules as defined in the Racing Rules of Sailing.(RRS),
b. the RS:X Class Rules, Standard Championship Sailing Instructions and 2008 World Championship Qualification System. The ISAF Ranking List that applies to the Q System will be published on 29th August 2007.
c. the prescriptions and special regulations of Yachting New Zealand will not apply except the prescription relating to rule 68 – Damages
i) The findings of fact, and decisions of protest committees, shall be relevant only for the purposes of the ISAF Racing Rules of Sailing.
ii) All claims for damages arising from breaches of any of these rules are matters for other jurisdictions.
iii) A board that retires from a race, or accepts a penalty, does not, by that action alone, admit liability.
d. this Notice of Race, the Regatta Sailing Instructions and those issued for the medal race.
- Alterations to the Regatta Sailing Instructions must be approved by the Principal Race Officer
and the RS:X Class’ Event Director.
- Attendance at the Prize giving and Closing Ceremony is mandatory.
- The International RS:X Class is classified as a category C class as set out in ISAF Regulations 20 Advertising Code.
- If there is a conflict between languages the English text will prevail.
ELIGIBILITY AND DISCIPLINE
5.1. All entries shall meet the requirements of ISAF Regulation 19 – Eligibility Code.
5.2. A minimum of 5 races is required for a valid Championship in that Division.
5.3. Competitors shall possess valid third party liability insurance (for 1 million Euro) and shall have been issued an ISAF Sailor Number.
5.4. Competitors shall be members of a National RS:X National Class Association or of RS:X International. National Class Associations shall be in good standing.
- Class membership formalities can be completed on site.
CLASSES
6.1. RS:X World Championships
6.1.1. The Championship shall be a single discipline event.
6.1.2. Divisions shall race separately, each in a maximum 11 race series over 7 days which shall include one reserve day, which may be used for racing. SCSI Articles 2 and 8 shall apply.
6.1.3. Entry may be subject to the agreement of the relevant national authority.
DIVISIONS
7.1. Men (A); Women (B)
EQUIPMENT
- All competitors shall bring their own equipment.
- Only sails built on or after 1st August 2006 (sails with serial # 200502259 or greater) may be registered for use in this championship (version 3).
- A limited amount of charter equipment may be available for small nations.
MEASUREMENT
- Each competitor shall ensure that his/her equipment complies with the current Class Rules.
- Measurement and equipment checks may be made throughout the event.
- Competitors and their equipment shall be on site by 0900h on 10th January 2008. Competitors shall book a measurement time slot by signing in at the measurement area after picking up their measurement form from the registration desk.
SAIL INSIGNIAS & NATIONAL FLAGS
- National letters and sail numbers shall comply with Class Rule C9.2.
- Crews not carrying ISAF Category C advertising of a minimum of 6,000 sq.cms as specified in ISAF Regulation 20 – Advertising, shall carry in addition, national flags on their sails in an area of a minimum size 6,000 sq.cms
- The national flags design shall be made of self-adhesive material and shall be worn back to back immediately above Batten number 5.
- Failure to comply with this rule will result in a 3-point penalty being implemented by the Race Committee, without a hearing. (Alteration of RRS 63.1)
BUOYANCY
11.1. If personal buoyancy is prescribed every competitor and support boat crewmember shall wear, above the waist, a jacket harness or vest with a minimum buoyancy of 4kg uninflated in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg, which shall remain supported for a minimum of 5 minutes.
LIABILITY
12.1. Competitors take part in all races at their own risk. The Local Organization Authority (LOA) and International RS:X Class Association or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS4.
COURSES
- The event shall consist of course racing on Trapezoidal or windward/leeward courses. “Gates” may be used in place of single leeward marks.
SCORING
- Scoring will be in accordance with RRS Appendix B and using rule B 8.3a "Low Points Scoring System" as set out in SCSI #20.
- A board’s series score will be the total of her race scores excluding her worst score according to SCSI # 20.4 When racing in “Groups”, this discarded race result from the “First Round” may be substituted with a worse race result from the “Final Round”
14.3 The Medal Race score shall not be excluded.
14.4 Competitors will carry their series score (i.e. total of race scores after discard) through to the Medal Race.
14.5 The Medal Race (as per the schedule) will be umpired.
14.6 For the medal race, RRS B8.3(a) is changed, so that the points are doubled, and RRS B8.3(b) is changed so that the scores are based on the number of boards assigned to compete in that race.
14.7 Any series tie after the Medal Race will be broken in favour of the board finishing higher in the Medal Race.
14.8 If the Medal Race is not completed, medals will be awarded based on the series score.
- INTERNATIONAL JURY
- An International Jury will be appointed in accordance with the RRS Appendix N. Their decisions will be final and cannot be appealed, according to RRS 70.4.

16.1. The Regatta Sailing Instructions will be available at registration as well as the Event Programme scheduling social events.

- 18. COACHES AND TEAM SUPPORT PERSONNEL
18.1 Coaches and team support personnel including boat drivers shall register by 10th October 2007. Members of the ICSA shall pay a fee of Euro 40. Other coaches and team support personnel are required to register by the same date at a cost of Euro 50 each. (see Form 3)
- 19. SUPPORT BOATS
- Coach boats will be available for charter on a first come, first served basis. Please apply to the organisers for costs and availability. For this limited service you may contact the LOA before the October 10th 2007. (Form 4)
- Boats’ drivers shall register and provide the Organizing Authority with their driving licence and proof of insurance as well as details of their boat and the board(s) they support.
- Each support boat will be issued with a numbered flag by the Organising Authority. This flag shall be clearly displayed by that support boat at all times while afloat.
- Support boats shall also clearly display their national 3 letter country code in black on a white background either on a flag of a minimum of 50cm x 40cm in size or on the cover of their outboard engine.
- Team leaders, coaches, and other support personnel will be required to comply with the Championship Coach Boat Regulations and NOR 20.
- 20. PROHIBITED ANCHORING AREA
- Boats associated with the championship and registered support boats shall comply with the Government Regulation “Submarine Cables and Pipelines Protection Act 1996”. This regulation prohibits anchoring in the area shaded in the No Anchoring Area in Appendix 1 and defined on Charts NZ 532 & NZ 5322.
- If any support boat registered to be associated with a competitor, breaks this rule the penalty will be disqualification of the competitor(s) from the race closest to the time of infringement.
- 21. STORAGE / LAUNCHING & RETRIEVAL
- On completion of registration and continuing until the end of the regatta, when ashore (other than when launching and retrieving), all boats shall be kept in their assigned places on the Beach Front Reserve at Takapuna Beach near the Takapuna Boating Club. Removal of any boat from the regatta site shall require prior written approval from the jury. Access to boats in the boat park during certain hours, including hours of darkness may be restricted.
- Unless otherwise directed by the Organising Authority, all competing boats and equipment shall be launched and retrieved on the designated areas on the Beach Front Reserve at Takapuna Beach near the Takapuna Boating Club.
- 22. DRUG TESTING
- Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.
- 23. MEDALS AND PRIZES
23.1. Medals will be awarded to the first five Men / Women in each division.
- 24. TELEVISION AND MEDIA
24.1 In registering for the event, competitors automatically grant to the Organizing Authority and the International RS:X Class Association the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproductions of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.
- 25. BIBS / VEST AND COMPETITORS BRANDING
25.1 Competitors may be required to display Event sponsor’s name(s) / logo (s). If required, the Organizing Authority will supply these items and shall be affixed and / or worn as prescribed in the RS:X Standard Championship Sailing Instructions.
25.2 The maximum area on the sail that the event sponsor’s branding may occupy is 300mm x 1000mm and shall be placed on the sail according to the diagram posted on the Official Notice Board.
- 26. DRESS CODE
26.1 Smart causal clothes will be required for the Opening Ceremony and Prize giving Ceremony.
26.2 The Organisers reserve the right to refuse entry to those whose standard of attire is not commensurate with the occasion.

28.3 Neither the Organising Authority nor RS:X Association take responsibility for travel bookings made in error.

- Original Regatta Entry Form (Form 1 – Download)
- Proof of entry fee payment
- Evidence of valid third party insurance
- Proof of age (passport)
- Parental / legal Guardian Assent (Form 2) if needed
- Measurement Form signed by the Official Measurer
- Medical treatment permission (Form 3)
29.3 Coaches and team support personnel shall provide the following documentation prior to completing registration on site:

- Boat driving licence (if applicable)

- Proof of ICSA membership
- 30. ENTRIES AND PAYMENT
30.1 Each full member (National Class Association) shall pay the entry fees of his nationals who have pre-qualified and those of his entries by right to which he is entitled by October 10th 2007
30.2 At the same time, the NCA shall confirm & guarantee by e-mail to the class Executive Secretary that they shall take part.
30.3 Entries shall be made and paid for on line through the event micro-site at http://www.rsxclass.com/08worlds.html
30.4 The entry fee for all those on the published entry list or with reserved places on it is 200 Euro which includes two self-adhesive national flags of the required size. For those paying after October 10th the entry fee is 240 Euro
30.5 Late entries shall be approved by the International R:SX Class and may be so under special circumstances as determined by the Class.
30.6 Coach or other team support personnel late registrations are subject to a 10 Euro excess charge.
30.7 Payment shall be made in Euros. No other currency will be accepted.
