The 2007 RS:X Youth World Championship and International Under 21 Championship will be held from 27th  July to 5th August 2007 in Sopot,
Poland.

ORGANISER
2.1 The Local Organising Authority (LOA) for the Championships will be the Sopot Sailing Club who will work in co-operation with the Polish Yachting
Association under specified conditions laid down by the International RS:X Class Association in co-operation with International Sailing Federation (ISAF).

RULES
3.1. This is an ISAF sanctioned event governed by:

• the Rules as defined in the ISAF Racing Rules of Sailing (RRS) for 2005-2008,
• The RS:X Class Rules,
• RS:X Standard Championship Sailing Instructions (SCSI),
• No National Authority Prescriptions will apply.
• This Notice of Race (NoR),
• The Local Regatta Sailing Instructions (LRSI) and
• The Sailing Instructions issued for the Medal Race (MRSI).
• Alterations to the LRSI shall be approved by the Principal Race Officer and the RS:X Class Event Director.
• Attendance at the Prize Giving and Closing Ceremony is mandatory.

3.2     The International RS:X Class is classified as a Category C class as set out in ISAF Regulations 20 Advertising Code.
3.3     If there is a conflict between languages the English text will prevail.

ELIGIBILITY AND DISCIPLINE

4.1     Entries shall comply with ISAF Regulation 19 – Eligibility Code, possess valid third party liability insurance (for 1 million Euro) and shall have been
issued an ISAF Sailor Number.
4.2     Entries for Divisions (A) and (B) shall be under the age of 19 years on 31 December 2007 (born after 31 December 1988). Each national authority
(MNA) or Class Association (NCA) is responsible to ensure that its competitors comply with this requirement.
4.3     Entries for Divisions (C) and (D) shall be under the age of 21 years on 31 December 2007 (born after 1986). Each national authority (MNA) or Class
Association (NCA) is responsible for ensuring that its entries comply with this requirement.
4.4     Coaches shall be members of the ICSA. They are required to register and pay an entry fee as are other team support personnel.
4.5     Those eligible including coaches and team support personnel may enter through their MNA or NCA which is required to be in good standing with
International RS:X Class Association. Entries shall be made and paid no later than 15 June 2007 through the Championship website at
http://www.rsxclass.com/youthworlds.html Late entries shall be approved by the International RS:X Association and may be so under special
circumstances as determined by the Class.
4.6     For those racing, the entry fee shall be 120 Euros or 160 Euro for late entries. For those coaching (ICSA members), the entry fee shall be 40 Euro
or 50 Euro if late. Other team support personnel shall pay 50 Euro or Euro 60 if late.
4.7.    Entries shall print the entry forms attached and present them during on site registration duly completed.
4.8     Entries intending to race shall be members of a National RS:X National Class Association (NCA) or of RS:X International.   NCAs shall be in good
standing.
4.9     Class membership formalities can be completed on site.

CLASSES AND DIVISIONS
5.1.    RS:X Youth World Championship
5.1.1.  The Championship shall be a single discipline event in Divisions A (Youth Men) &  B (Youth Women)
5.2     RS:X International Under 21 Championship
5.2.1   The Championship shall be a single discipline event for Divisions C (Men) & D (Women).
5.3     Men and Women shall race separately, each in a maximum 11 races series over 7 days which shall include one reserve day, which may be used for
racing.  

FORMAT OF RACING
SCSI Articles 2 and 8 shall apply  

PROGRAMME AND SCHEDULE OF RACES

• MEASUREMENT
• Competitors shall book a measurement time slot by signing in at the measurement area after picking up their measurement form from the
  registration desk.
• If personal buoyancy is prescribed, SCSI Rule #3 shall apply to every competitor and support boat crew member.  
•      LRSI &  SOCIAL EVENTS’ PROGRAMME
• The LRSIs will be available at registration with the Social Events’ Event Programme.
•     COURSES
• The Championship shall consist of course racing on trapezoidal or windward/leeward courses with slalom ends set for each race. “Gates” may be
  used in place of single leeward marks.
•   INTERNATIONAL JURY
• An International Jury will be appointed in accordance with the RRS Appendix N.   Their decisions will be final and cannot be appealed,
  according to RRS 70.4.
• BUOYANCY
• If personal buoyancy is prescribed every competitor and support boat crewmember shall wear, above the waist, a jacket harness or vest with
  a minimum buoyancy of 4 kg uninflated in fresh water.   The buoyancy shall be tested with a ferrous metal weight of 4 kg, which shall remain
  supported for a minimum of 5 minutes.

• SCORING
• RRS Appendix A and the Low point Scoring System will apply.
• The SCSI include a discretionary penalty system of 3 or 5-points depending on the particular infringement. Penalty points are added to
  individual race scores. Please refer to the RS:X SCSI for further details.

13.3    The Medal Race (as per the schedule) will be umpired.
13.4    Race scores for the Medal Race will be doubled (i.e. 2 points for first, 4 points for second and so on; DNS, DNF, DSQ etc will be scored 22 points).
13.5     A board’s series score will be the total of her race scores excluding her worst score.

• The Medal Race score shall not be excluded.
• Competitors will carry their series score (i.e. total of race scores after discard) through to the Medal Race.
• Any series tie after the Medal Race will be broken in favour of the board finishing higher in the Medal Race.
• If the Medal Race is not completed, medals will be awarded based on the series score.
• MEDALS AND PRIZES
• Medals will be awarded to the first five Men / Women in each division.
• The first sailors in Divisions A & B Final Standing shall be the 2007 RS:X Youth World Champions.
• The first sailors in Divisions C & D Final Standing shall be the 2007 RS:X International Under 21 Champions
•  COACHES AND TEAM SUPPORT PERSONNEL
• Coach boats shall display their National Flag at all times on the water and will be restricted from entering the race area during competition.
• Each support boat shall conspicuously display her 3-letter national code in black on a white background, either on a flag of minimum size
  600x400 mm, or on a white background on her engine. Boats supporting competitors from more than one nation are required to display only
  one flag or national letter code. 
• Boats’ drivers shall provide the Organizing Authority with insurance with a minimum cover of 1,000,000 Euros or equivalent and driving licence
  recognized by a state authority.
• The Organizing Authority has the right to ask coaches, who are alone in their boat, to take another coach with them.
• IDENTIFICATION AND ADVERTISING

16.1    Competitors may be required to display Event sponsor’s name(s) / logo (s) of a maximum dimension of 300mm x 1000mm (See SCSI Art #7.2a)
16.2    Competitors shall comply with SCSI Article #7.
16.3   Competitors not carrying ISAF Category C Advertising of a minimum of 6,000 sq. cm as specified in RRS Section ll, Appendix 1 – Advertising, shall carry
in addition, respective national flags on their sails in an area of a minimum size 6,000 sq. cm. The national flags design shall be made of self-adhesive material
and shall be worn immediately above batten number 5.
16.4  Boards may be required to carry sound equipment or positioning equipment as specified by the Organizing Authority (LOA).

• RIGHTS TO USE NAME AND LIKENESS
• In registering for the event, competitors automatically grant to the Organizing Authority and the International RS:X Class Association the
  right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed
  television and other reproductions of them, taken during the period of the event, for the said Championship as defined in the Notice of Race
  and Sailing Instructions in which he/she participates without compensation.
• DRESS CODE
• Smart causal clothes will be required for the Opening Ceremony and Prize giving Ceremony.
• The Organisers reserve the right to refuse entry to those whose standard of attire is not commensurate with the occasion.
• DISCLAIMER OF LIABILITY

17.1  Competitors take part in the Championship entirely at their own risk. See Rule 4, Decision to Race.  The Local organizing authority, the International
RS:X Class Association and their sponsors or their representatives  will not accept any liability for material or personal injury or death sustained in conjunction
with or prior to, during, or after the Championship.

20.3  Competitors, coaches and team support personnel shall complete on-site registration at the race office from 0900hrs on 27 July 2007 to 1200hrs on
29 July 2007. Competitors not registered within this time will not be entered in the Championship.

• Competitors shall present the following documents at the registration on-site:
• Championship Entry Form (Form 1)
• Parent Or Legal Guardian's Assent (Form 2) if applicable
• Medical Treatment Permission (Form 3) if applicable
• A copy of bank transfer details or on-line payment receipt
• A valid third party liability insurance with a minimum cover of 1,000,000 Euros or equivalent.
• Proof of age (passport)

20.5   Coaches and Team Support Personnel shall present the following documents at the registration on-site:

• Coach/Team Support Personnel Registration Form (Form 5)
• ICSA membership card for designated coaches
• A copy of bank transfer details or on-line payment receipt
• Motorboat driving license recognized by a state authority for designated driver
• A valid third party liability insurance with a minimum cover of 1,000,000 Euros or equivalent.
